Senate Passes Maritime Zones Bill on 3rd Reading, Strengthening Philippines’ Maritime Jurisdiction

MANILA — The Philippine Senate has passed the Maritime Zones Bill on 3rd Reading, a significant step towards clarifying the country’s maritime entitlements under UNCLOS and other international laws.

The bill, once signed into law, will provide clear delineation of Philippine maritime boundaries, ensuring the full enforcement of maritime laws and rights over its territory and exclusive economic zone. It will also pave the way for updating relevant maritime laws and policies in line with UNCLOS.

Senator Tolentino, Chairperson of the Special Committee on Maritime and Admiralty Zones and a primary author of the bill, expressed gratitude to all stakeholders involved in its passage, particularly Filipino fishermen. He emphasized the bill’s importance in protecting sovereignty, promoting sustainable development, and securing future prosperity.

Senators Joel Villanueva and Ramon Bong Revilla echoed these sentiments, highlighting the bill’s significance in upholding UNCLOS and the Philippines’ historic victory at the Permanent Court of Arbitration in The Hague in 2016.

Waypoints Senior Adviser Prof. Jay Batongbacal emphasized how the bill can enhance international cooperation and secure the Philippines’ maritime space. He noted that foreign states will be obliged to ensure their vessels comply with Philippine laws, enhancing conservation efforts.

Waypoints Senior Adviser Mr. Julio Amador emphasized the bill’s long-awaited alignment with international norms, showcasing the Philippines’ commitment to defending its maritime rights.

The bicameral session of the Senate and the House of Representatives is hoped to progress smoothly, recognizing the importance of the Maritime Zones Act in securing the Philippines’ maritime domain.
